BÜRGERCOCKPIT ALBERNDORF

Given the example of Alberndorf, the Bürgercockpit is typically included into existent participation processes, for example the development of the future profiles of municipalities of Agenda 21, and therefore supports the sustainable development of projects and initiatives of active citizens, cities and municipalities. Moreover, it offers a transparent platform to (local) economic operators in order to support the development of their ideas (Corporate Social Responsibility).

The Bürgercockpit consists of four sequential modules. In every module a typical section of the participation process is developed:

Module 1 allows creating, designing and evaluating geo-referenced online surveys of specific parameters of quality of life, or example environment, public transportation, security, etc., as well as other questions of interest. The results can be included into the web map of the application as long as these have a spatial component, like dispersed public transportation nodes of different city districts.

Module 2 enables the participants to include their ideas on default topics (e.g. mobility) or categories (e.g. public transportation) and to share these ideas on social media, like Facebook, WhatsApp, Twitter, etc. This can be achieved by georeferenced points (including photos) on the Geocitizen basemap. Topics and categories are designed in way that the constructive proposals and ideas call for an improvement of certain areas of life and do not permit simple complaints.

Module 3 allows for a discussion of specific projects to be implemented based on the preliminary work of Modules 1 and 2. This is carried out in a transparent and structured manner, aiming to jointly develop proposals for specific implementation projects and initiatives, and is usually moderated and accompanied by facilitators.

Module 4 carries out the evaluation/rating of the developed proposals from Module 3 and leads to the realization of project ideas.

In the Geocitzen web app the information generated in Modules 1-4 is brought together and displayed on the basemap as a “traffic light system”. This traffic light reflects the status of the implementation process: Idea > Discussion > Proposal > Rating. Additionally, external information and data (planning foundation, online cadaster, etc.) is included. This way the platform allows presenting a structured, fact-based analysis, discussion and presentation of the participation process in order to reveal typical thematic or spatial patterns, to jointly present ideas of similar processes and to make this publicly available in a transparent manner.

The development of the full cycle of Bürgercockpit-modules will be completed by end of 2019.

GeoFarmer: Smallholder Farmers as Influencers

Users can collect and share geospatial data on weather, farm conditions including soil and crop types, and monitor the adoption of techniques to make farms more productive and resilient to climate change.

The GeoFarmer application was co-developed between the International Center for Tropical Agriculture (CIAT) and the Department of Geoinformatics, University of Salzburg (Z_GIS) and is based on the GeoCitizen framework. It has been extensively tested in Colombia, Ghana, Tanzania and Uganda in order to adapt the GeoCitizen framework for the purpose of research for agricultural development in developing countries.

“An app like this gives farmers a voice and helps close the communication gap between people working in the development sector, researchers working on development technologies, and farmers,” said Andrew Jarvis, director of CIAT’s Decision and Policy Analysis research area. “We’re better at understanding farmers’ needs and we’re more responsive to emerging opportunities and unanticipated challenges”, states Anton Eitzinger from CIAT. Research about the GeoFarmer are published ‘open access’ in Computers and Electronics in Agriculture, Volume 158, March 2019, Pages 109-121.

SOS CHILDREN'S VILLAGES: COORDINATING EMERGENCIES

In case of no or low connectivity media can be stored directly on the phone and uploaded once a stable connection is available. An electronic consent form needs to be completed prior to every submission in case an image shows people.

Providing such information is crucial for SOS emergency operations, particularly to strengthen humanitarian appeals and related emergency  fundraising requests. Second, the SOS-Geocitizen framework includes an automatic forwarding of emergency alerts from the DHL Resilience 360 platform, a global emergency monitoring service. Alerts for different emergency categories and severities are sent to SOS staff in the potentially affected area in near real-time. A short survey helps to validate the added-value of emergency alerts as well as to ensure that all basic needs, such as emergency supplies, funding or vital information (e.g. the projected trajectory of a cyclone) are met. Third, a flexible survey function allows SOS emergency coordinators to react quickly to urgent needs without having to rely on yet another app. Surveys include various question types, skip logic and a visual representation of potential question/answer “pathways”.

A first prototype has been completed. Field tests to collect feedback from SOS staff for further optimization are planned for 2019.

Map4Youth: Revitalizing Abandoned Spaces

In details, the GeoCitizen-tool has been used to consult the local youth population, with particular reference to the rethinking and redevelopment of abandoned areas within the municipality of Padua. Through the Geocitizen group dedicated to the project (https://map4youth.geocitizen.org/padova), the partner organizations have collected more than 50 reports of abandoned areas in Padua together with proposals for their reuse. The young citizens of Padua had the chance to discuss over and vote for the most interesting and relevant ideas.

In July 2019, a public conference will be held in Padua during which the major and a representation of policy makers actually in charge will present the most voted proposals and will commit to concretely realize at least two of them in the coming months.

The GeoCitizen-tool has given the municipality of Padua the chance to develop and promote a virtual space and a transparent process for discussion and consultation of its citizens, which will continue even after the end of the project.

Jugendcockpit Michaelnbach

The focus of this process is the use of digital media for the preservation of the quality of living in rural areas. Particularly, it looks to address the question of how Michaelnbach could improve its municipality to become a more attractive place to live and work for children and young adults as well as how to improve information and communication technology.

For the Youth GeoCitizen Michaelnbach (‘Jugendcockpit Michaelnbach’), the GeoCitizen App adjusts to the specific needs of this community to work with adolescents and children (topics, design, etc.) and offers an attractive digital tool for the inclusion of young people in the “Agenda 21” and the community work in general. This project is carried out by the youth council, a temporary committee that is composed of the municipality of Michaelnbach, the regional management of Upper Austria, and external project support that helps carry out the project ideas and conception of the youth platform.

As a first step, surveys for the platform were published in spring 2017, which were distributed to different age groups in order to determine the mood, wishes and ideas of adolescents in Michaelnbach. Please visit the results here:

These results were presented and analyzed in the Youth Idea Fair on the 22nd of April, 2017 where specific ideas were developed (e.g. a youth center maintained by the young people themselves). These project ideas will be continued to be developed and eventually put into practice in Michaelnbach.

Bürgercockpit Steyregg

With the start of “Agenda 21” in 2015, Steyregg established interest, optimism and excitement. These feelings were maintained through high citizen participation and a very engaged core team. At the open house, on the 12th of May 2017, the citizens were invited to get to know the city office, as well as the future profile and the developed projects. For example, new initiatives were started in the areas of free and creative spaces, festivals, youth participation, street markets of neighbourhoods and green cities. The members of the core team wanted to inform the citizens about activities as well as to make them curious and eager to engage in the municipality’s projects.

It is especially worthy of mention that it is now possible to get to know the digital side of Steyregg. Not only the new homepage was presented, but also the innovative GeoCitizen App Steyregg, which started that day. The app enables citizens to participate in surveys on different topics, to share ideas and proposals about the development of the community and to discuss these proposals.

The GeoCitizen Steyregg is an “Agenda 21” pilot project that was developed on behalf of the Zukunftsakademie Upper Austria by the University of Salzburg. The implementation in the Steyregg municipality is accompanied by regional management and by the “Agenda 21” support programme.

Amazonas: Planting Bridges Between Worlds

Quito Sur: a Neighborhood Recreates Itself

The BarrioBonito (spatial) information is organized and discussed in the public space of the internet, providing the participants with proper management tools to bring to life their own ideas about how to collaborate in the improvement of the living conditions in their neighborhoods.

SE4Amazonian

In SE4Amazonian remote sensing analysis is combined with socio-economic information and participatory mapping to determine the best way to provide clean energy to those who are left behind. Electricity is the gateway to foster other basic services that trigger rural development, such as having light during the night for reading or available energy for charging devices that enable access to information and communication. Working closely with indigenous communities the project is mapping the potentials and needs of clean renewable energy provision for isolated areas. Local technicians and indigenous people are directly involved in the development which will contribute to the success of the initiative. During all project activities it is ensured that sensitive information about involved communities is secured and their rights and wishes respected at all times.

The project was selected as a finalist and won with 11 other project activities the call for ideas to improve the production, management, and use of data in the two thematic areas of “Leave No One Behind” and “the environment” in 2018 by the World Bank´s Development Data group together with the Global Partnership for Sustainable Development Data and is funded by the World Bank Trust Fund for Statistical Capacity Building.

GeoCitizen Atri

The project aims to promote the awareness of young beneficiaries with respect to their double status as Italian and European citizens and to the opportunities that such status entails. In line with those objectives, the project promotes two cycles of workshops for the benefit of 200 students, aged 13-18, attending the secondary education institute in Atri.

The workshops will be animated by the staff of "ARS for Progress of People": NGO with many years of experience in training young people through the use of non-formal education methodologies. During the first cycle of workshops the trainers will propose a game-based methodology that will transmit to the young people key information related to the new European framework for youth policies and to the concepts of active citizenship and structured dialogue. During the second cycle of workshops the young participants will work on the ideation and formulation of proposals and initiatives, in youth policies field, to be submitted to local policy makers.

At the end of the two cycles of workshops the platform "GeoCitizen Atri" will be launched. "GeoCitizen Atri" is an online interactive and geolocalized platform through which all citizens of Atri, aged between 13 and 30, can formulate and submit their proposals to local policy makers. Moreover, through the platform they can comment and vote on the proposals submitted by their peers. The 200 students involved into the two cycles of workshops will contribute to the platform by registering their proposals and will promote the dissemination of the platform to their peers.

At the end of the process the most voted proposals will be presented, during the project "final event”, to 10 policy makers in charge in the municipality of Atri. The 200 students will also attend the final meeting and will discuss with the policy makers about the proposals registered into the platform: identifying positive and negative aspects of each of them. At the end of the day the decision makers will identify the three “most interesting and feasible” proposals and will include them into the local political agenda on youth policies: containing the initiatives to be concretely implemented in the municipal area within the following few months from the project ending date.

Bürgercockpit Kremsmünster

The City of Kremsmünster, Upper Austria, has a long and well-established tradition as a municipality looking for innovative means and tools of citizen participation in their everyday work. It serves as a role model within the Agenda 21-regional development initiative in Upper Austria for several years now.

In 2019, Kremsmünster has decided to take a next step in the field of digital citizen engagement applying the Bürgercockpit-Application as a tool supporting the development of a new participatory management plan (Zukunftsprofil) for their municipality. In a first step, a Bürgercockpit geo-questionnaire was used to analyses whether or not, the citizens of Kremsmünster prefer to turn off the street lightings in order to reduce light pollution and energy consumption or to keep up the current policy to dim the lights to a 50% between 11pm and 5am.

COVID-19 COMMUNITY SUPPORT

Lately, the impacts of COVID19 pandemic effect together with climate change related natural disasters, forced the effected indigenous communities fo the Ecuadorian Amazonian Lowlands to cope with Geocitizen and use it as a task force for detecting needs and coordinating respective support of urgent support in supplies and medical care for remote communities. AmazonGISnet 2020. Geocitizen is enabled to use it as a task force for detecting needs and coordinating respective support of urgent support in supplies and medical care for remote communities. Priorities are constantly evaluated by community members and targeted to their respective locations with the help of stewards from NGOs and University Public Health Programs connected to the platform.
